Building Inclusive Partnerships: Strengthening OPDs through Public-Private Networking

As part of the “We are Able!” project, the Ethiopian Center for Disability and Development (ECDD) has made significant strides in creating sustainable and inclusive change through the establishment of a Public-Private Partnership (PPP) networking platform. With a focus on enhancing food security and social inclusion, the project has actively engaged public authorities, private actors, and Organizations of Persons with Disabilities (OPDs) to influence policy and drive tangible results for persons with disabilities.
Through this inclusive and collaborative approach, the PPP platform has successfully mobilized resources, strengthened partnerships, and facilitated critical services that directly support persons with disabilities, going well beyond initial targets. The following notable achievements highlight the impact of this initiative:
Key Achievements of the PPP Networking Platform
- Provision of Assistive Devices in Dire Dawa
Initially aiming to support 350 individuals, the city administration—through the PPP network—was able to exceed expectations by reaching 420 persons with disabilities with various assistive devices, improving their mobility and independence.
- Expanded Institutional Support from Haramaya University Demonstrating strong ownership, Haramaya University expanded its involvement beyond the We are Able! project by:
- Constructing housing for 15 persons with disabilities
- Providing 30 wheelchairs, surpassing the original plan
- Supporting 11 women with disabilities through income-generating startup packages including poultry and goats
- Capacity Building for Inclusive Service Delivery
Haramaya University also facilitated sign language and Braille training for 35 government office staff, free of charge, helping improve accessibility and responsiveness in public service institutions. - Engagement with the Telecommunication Sector
Originally planned to assist 20 individuals, the sector went further by fully supporting 28 persons with disabilities, providing scholastic materials, transportation support, and food assistance, thereby strengthening inclusive education and welfare. - Educational Opportunities
Through collaborative engagement, the PPP platform facilitated scholarships for two students with visual impairments, ensuring their right to higher education is realized.
Impact and Outlook
The creation of the PPP networking platform has proven to be more than a coordination mechanism—it has become a catalyst for systemic change, unlocking cross-sectoral support and enhancing the visibility and advocacy power of OPDs. These outcomes affirm that inclusive development is most impactful when partnerships are fostered across public, private, and civil society sectors.
With continued commitment, the platform will remain a critical space for joint planning, resource mobilization, and policy dialogue—ensuring that persons with disabilities are not only included but are actively shaping the policies and programs that affect their lives.
