
The Ethiopian Center for Disability and Development (ECDD), in partnership with the Ministry of Labor and Skills (MoLS) and with financial support from the Italian Agency for Development Cooperation (AICS), has successfully concluded a comprehensive one-year review of key national system documents. Central to this initiative was the refinement of the “Guideline for Inclusion of Persons with Disabilities in Skill Development and Employment”.


Since December 2024, a dedicated Task Force Committee—comprising 25 representatives from various governmental and non-governmental organisations—engaged in a series of consultative meetings to ensure the guideline’s alignment with disability inclusion international standards. The primary objective of this rigorous review was to establish a strong policy framework that fosters equal opportunity, enhances accessibility, and promotes the inclusion of persons with disabilities within Technical and Vocational Training (TVT) and the broader labor market.

Following the successful completion of this exhaustive process, a high-level Dissemination Workshop was convened at THE HUB International Hotel. The workshop was graced by the Deputy Minister, H.E Teshale Berecha, of the Ministry of Labor and Skills, State minister adviser, H.E Azmeraw Kebede, alongside senior officials and delegates representing 12 National Regional States and two City Administ rations.
The workshop marked the official transition from policy development to national implementation. The “Guideline for Inclusion of Persons with Disabilities in Skill Development and Employment” has now been formally distributed to federal and local stakeholders, mandating its practical application across the country to ensure disability inclusive economic growth and social equity
